LoadBalancervoid*in変更対象のロードバランサハンドル。
SettingsLPCWSTRin変更内容を記述したJSON形式の設定文字列。
ErrorRecordLPWSTR*outoptional失敗時にエラー詳細のJSON文字列を受け取るポインタ。不要ならNULL可、要解放。
